ASSISTANT TOWNSHIP ENGINEER/ASSITANT DIRECTOR OF PUBLIC WORKS

JOB SUMMARY
Performs professional civil engineering work and administrative tasks assisting the Township Engineer/ Director of Public Works with the planning, design, administration, and inspection of projects and maintenance of Township streets, roads, stormwater infrastructure, equipment and facilities.
Work is performed under the general supervision of the Township Engineer/ Director of Public Works a Professional Engineer.

QUALIFICATIONS
• Position requires a minimum of a B.S. degree in Civil Engineering or related engineering field from an ABET accredited program at the time of hire.
• Engineer-in-Training or Engineer Intern certification from any State.
• Possess a valid Pennsylvania driver’s license or ability to obtain it.
• 2-6 years relevant experience in professional civil engineering or construction work demonstrating increasing responsibility.

DUTIES AND RESPONSIBILITIES
The tasks listed below are those the Assistant Township Engineer may be asked to perform in successful fulfillment of the position. Other tasks may be assigned.
• Coordinate and conduct the planned activities and projects of the Public Works Department including engineering and street, roadway, equipment and building maintenance.
• Perform engineering design of roadways, stormwater conveyances, earthwork and grading using established engineering calculations and design criteria.
• Prepare contract documents, drawings and specifications for public construction work in the Township.
• Review the engineering design work of Township construction projects.
• Inspect public improvement projects including those completed by others for dedication to the Township.
• Track capital project expenses against budget, prepare correspondence, review shop drawings, and respond to requests for information from contractors.
• Assist with review of subdivision and land development plans for compliance with Township ordinances and regulations.
• Assist with traffic engineering studies, reports and field work for same.
• Prepare technical reports and give presentations of same as required.
• Respond to inquiries from Staff, residents, consulting engineers, contractors and government agency representatives regarding technical engineering matters.
• Attend job progress meetings and prepare meeting agendas and minutes.
• Prepare and recommend change orders for approval.
• Attend Planning Commission Meetings and others as required.
• Perform physical activities such as standing, climbing, balancing, stooping, kneeling, reaching, pushing, pulling, walking, lifting (up to 50 pounds), typing, grasping, talking, hearing/listening, seeing/observing and repetitive motions.
• Perform related tasks as required.

KNOWLEDGE, SKILLS AND ABILITIES
The requirements listed below represent the knowledge, skill and/or ability necessary for perform the duties of the job satisfactorily.
• Knowledge of current engineering principles and practices applied in planning survey, design, construction, operation and maintenance of roads, storm water facilities, buildings and other public facilities.
• Skilled in the use of AutoCAD or similar CAD software.
• Skilled in the use of Microsoft Office, specifically Word, Outlook, and Excel.
• Knowledge of surveying and civil design concepts and ability to prepare engineering drawings in AutoCAD.
• Ability to learn and properly apply Pennsylvania Department of Transportation guidelines and regulations regarding design standards, traffic control and traffic control devices.
• Knowledge of the principles and practices of urban planning.
• Ability to plan projects and prepare related designs, estimates and specifications.
• Ability to perform difficult engineering computations and to make recommendations on engineering problems.
• Ability to maintain effective working relationships with Township officials, employees, contractors and the general public.
• Ability to communicate complex ideas effectively, orally and in writing.
